Traffic Control Supervisor Program

Concern for the safety of workers, and the motoring and pedestrian public in and around street, highway and freeway construction and maintenance activity, have prompted federal, state and local transportation organizations to seek improvement in construction and maintenance workers' understanding of proper traffic control signage and setup. Toward this end, the training and certification of persons to set up and take down traffic control devices is becoming more prevalent among state and local jurisdictions. 

Washington State: This 3-day certification course includes presentations, exercises, and references to Federal and State highway construction and Traffic Control standards.  Participants receive a comprehensive reference manual and other reference materials to assist with on-the-job practical issues and performance standards. Once successfully completed, certification is valid for 4 years.

Oregon State: This 2 1/2-day certification course includes presentations, exercises, videos, and references to Federal and State highway construction and Traffic Control standards.  Participants receive a comprehensive reference manual and other reference materials to assist with on-the-job practical issues and performance standards. Once successfully completed, certification is valid for 3 years.

Traffic Control Supervisor Requirements

In order to become a Traffic Control Supervisor, the required documents listed below must be submitted before a certification card can be issued:

  1. A current state approved flagging card with some flagging experience.  Approved states are: Idaho, Montana, Oregon and Washington.
  2. Two signed letters (or one letter with two signatures) verifying 2,000 hours of work in traffic control related tasks.  These can be achieved over multiple years. 

Experience may include work in the following areas:

  • Experience as a construction inspector, including inspection of traffic control.
  • Traffic control work on a survey crew.
  • Designing or reviewing traffic control plans.
  • Other specific traffic control experience (set-up and take-down).
  • Some flagging experience.

Individuals must also complete the training and pass the exam with a score of 80% or better to qualify to receive the States Traffic Control Supervisor certification card. 

Letters of verification:

Experience must be submitted in the form of two signed letters (or one letter with two signatures) from employers, subcontractors, DOT Inspectors or other Traffic Control Supervisors who can verify the knowledge and experience of the TCS candidate. These letters should include: 

  1. Brief history of individuals working experience
  2. Project(s) they have worked on
  3. Approximate number of cumulative hours work as a Flagger/Work Zone Worker

Letters must provide contact information for the authors of the letters and should be on letterhead.  (If letterhead is not available a company business card will be acceptable). These letters may be submitted to the State.  Please submit the letters prior to the TCS Candidates Class.
